Get to know Mayor Moore

Mayor John Moore and his family are lifelong residents of Clinton, with deep roots in the community spanning generations. A proud graduate of Clinton High School and a member of the International Union of Operating Engineers Local 841, Moore previously served as a Clinton City Councilman. He was elected mayor by caucus on June 14, 2025, to succeed the late Mayor Jack Gilfoy Jr.

 

Mayor Moore brings extensive experience in community service, economic development, and local governance to the office. Throughout his public service, he has worked closely with city and county officials, boards, and commissions, with a shared focus on strengthening the community and promoting long-term growth and prosperity.

 

Residents, business owners, students, and visitors are encouraged to contact the mayor to offer suggestions or to note items that need attention.

In general, the mayor is responsible for the overall operation of city government, much like a business owner or manager is responsible for the overall operation of a business. Duties of the mayor as outlined in Indiana Code 36-4-5-3 include:

  • Enforcing the ordinances of the city and statutes of the state;

  • Providing a statement of the finances and general condition of the city to the common council at least once a year;

  • Providing any information regarding city affairs that the common council requests;

  • Recommending, in writing, to the common council actions that he or she considers proper;

  • Calling special meetings of the common council when necessary;

  • Supervising subordinate officers;

  • Ensuring efficient running of the city;

  • Filling vacancies in city offices when required

  • Signing all bonds, deeds, and contracts of the city and all licenses issued by the city; and

  • Approving or vetoing ordinances, orders, and resolutions of the legislative body.

  • calling special meetings of the common council when necessary;

  • supervising subordinate officers;

Various other sections of state law provide these additional duties:

  • appoint the heads of executive departments, employees of the departments, and many, if not most, board and commission members;

  • suspend or remove officers or employees appointed by the mayor;

  • fix the salaries of all appointed officials and employees, except police and fire fighters, and appointees of the clerk-treasurer, subject to reduction by common council;

  • conduct monthly meetings of department heads, adopt rules and regulations for individual departments, and arranged for unannounced audits of the accounts of each department;

  • prepare the city budget for council review;

  • in third class cities, serve as presiding officer of the council and vote only in order to break the tie; and

  • solemnize marriages. In Greencastle, the mayor has traditionally served on the Board of Public Works and Safety. The mayor also serves on the Plan Commission. The mayor is often asked to serve on other boards and committees in the community to represent the city’s intrest..
